PPF Proposals Selected

After extensive deliberation by members of the Procurement Partnership Facility (PPF) Proposal Selection Committee (PSC), three (3) proposals out of a total of ten submissions have been selected for possible funding under the PPF, as follows:

1.    Pakistan: “Market Based Construction Cost Data” by Pakistan Institute of Cost and Contracts (PICC) under the Pakistan Engineering Counsel
2.    Thailand: “Assessing Procurement Systems and Practices in Thailand” by the National Anti-Corruption Commission (NACC)
3.    Nepal: “Capacity Development for Public Procurement” by the Public Procurement Monitoring Office (PPMO)

Focal points from the Asian Development Bank’s Central Operations Services Office (ADB-COSO) will be coordinating shortly with the proponents of these three selected submissions to seek further clarification on specific elements; improve on the design, terms of reference, budgeting, and implementation arrangements; and secure their respective government’s “no objection” letter.  Developments on these proposals, which will be implemented in 2011, will be shared on this site.

ADB-COSO wishes to thank all proponents for their interest and efforts in preparing well thought of and relevant proposals.  We look forward to your continued interest and cooperation in the future.

  • These three PPF proposals are indeed intertwined and the systematic processes of the entire cycle of procurement. For Market based Construction Cost Data, although this is more an element of contruction and contract implementation, this also gives us the picture of the estimated cost we need in procurement, perhaps the area of averaging in terms of appraching the scope/BOQ in lumpsum based on an established conditions, costs, and cost related data. For PPF Facilty of Thailand, Assessing Procurement System and practices, to my mind, this is more complicated since you have to deal with the system infrastructure and thus, you have to consider perhaps the existing laws, jurisprudence, policies and regulations and customary approaches and practices and precedents at some points. I find the PPF of Nepal, Capacity Development for Public Procurement more interesting. However, the approach should be more focused and the objective more defined. Capacity Development could mean so may things in so many places. Things may already be there,but not so familiar with some people, information which are in place but not so much in the open, and the question of what level of development is required. Unless we know what we have, we do not know what capacity we need and require. If that is the case, we cannot define the limits of what we are supposed to know, the parameters that will satisfy the needs. I think in pursuing this objective, we need to put in place what information on the level of knowledge they have and in place historically, and this should be part of the determination as an integral part of the scope. I stand corrected in my view. Thanks!
